Sealed tenders under two bid system (Technical Bid & Financial Bid) are invited on behalf of G.M., I.D.P.L Gurgaon Plant from reputed, financially sound and bank approved transporters having requisite experience for transportation of finished goods by road, from I.D.P.L Plant/ Township, Dundahera, Gurgaon and G.M.S.D, C-4, Kutub Institutional Area, New Delhi to various destinations throughout India for a period of one year. Estimated cost of work for period of one year is Rs. 45.0 Lac (approximately). Tender documents specifying terms & conditions can be purchased from Finance Deptt IDPL Gurgaon Plant, from 01.08.12 to 17.08.12 between 9.30a.m-2.30p.m on payment of Rs.1000/- in cash or DD favoring Indian Drugs & Pharmaceuticals Ltd. payable at Gurgaon. Tender documents can also be downloaded from company’s website. Those carriers who download tender documents from company’s website shall enclose tender fee of Rs. 1000/- in form of DD favoring Indian Drugs & Pharmaceuticals Ltd. payable at Gurgaon along with technical bid. Other requirements are as follows:
1. Techno commercial Bid “Part-I” and Price Bid “Part-II” shall be kept in separate and sealed envelopes super scribed each with word “TENDER OFFER PART-I or PART-II” and “DUE DATE OF OPENING” on each envelope.
2. Part-I shall consist of DD of Rs.90000/- (Rs. Ninety Thousand Only.) as E.M.D in favor of Indian Drugs &
Pharmaceuticals Ltd payable at Gurgaon, company profile, service tax registration No, PAN No., list of major clients with their share of business, balance sheet for last two years and DD of Rs.1000/-(in case
tender document is downloaded from company’s website.)
3. Part-II shall consist of Price Bid as per Annexure-A enclosed.
4. Last date for submission of Part-I and Part-II of tender:- 17.08.12 before 2.30 p.m.
5. Date & time for opening Part-I of the tender :- 17.08.12 at 3.00 p.m.
6. Date & time for opening Part-II of the tender:-21.08.12 at 3.00p.m (only for those qualifying for Part-II.)
7. Transporters who do not qualify for Part-II bid can collect back their sealed envelop of Price Bid on the same day.
8. We reserve the right to terminate the contract during the agreement period without assigning any reason thereof.
9. No minimum and maximum turnover shall be granted under this contract.
10. The rates should be quoted for Full Truck / Canter / Half Truck / Small Consignment, inclusive of all charges, on door delivery basis. Charges (e.g hamali, labour charges, door delivery charges, G.R charges, detention charges etc.) quoted other than rates will not be considered.
11. However in case of small consignment (less than Half Truck load) transportation, you may indicate the collection / delivery charges separately for collecting / delivering the goods.
12. We reserve the right to enter into a parallel agreement with any other carrier.
13. Your offer should be valid for acceptance from the date of opening of the tender for 45 days.
14. Transit Period mentioned in tender documents for each station shall be essence of the contract. The transit period indicated shall not include pick-up and delivery day. If last day of delivery falls on Sunday / Holiday in respective branch of consignee, next working day will be considered as last day of delivery.
15. The goods should be delivered to the consignee with in the delivery schedules specified for each destination otherwise a penalty of Rs.100/- per ton shall be charged for every additional day.
16. You are advised to take into consideration the fluctuations in the market rates of petrol/diesel or any other statutory levy made by the Govt. from time to time and no increase in rates will be allowed during the contract period.
17. You should not sublet/transfer the contract or any part thereof to any other carrier. If found indulging into such practice, the contract shall be terminated and security deposit forfeited.
18. You will make available trucks within 8 hours against telephonic instructions from an authorized officer of IDPL Gurgaon so as to reach IDPL Plant /Township Gurgaon or G.M.S.D, C-4, Kutub Institutional Area, New Delhi as per time given. In case you fail to comply with the instruction in providing the truck in time, you will be liable to pay a penalty of Rs.1000/- for every such failure and also we will have a right to recover in full any excess amount incurred by us in requisition of another carrier.
19. The carrier shall not deliver the goods to the consignee without consignee’s copy of the G.R or without specific written instruction from the company. In case the carrier delivers the goods without obtaining the goods receipt, the carrier is solely responsible and liable for payment of full value of the stock along with interest, bank charges, sale tax and other charges which may arise out of such unauthorized and wrong delivery.
20. Carrier shall be responsible to pay all taxes and local levies enroot except octroi at the terminal which shall be recovered from the consignee or the amount paid will be reimbursed on presenting of octroi receipt in original.
21. Carrier shall on demand by consignee, give open delivery of the goods booked by the company and shall be solely responsible for the shortage/damage to the consignment. In case of non delivery, partial or short delivery the carrier shall be solely responsible for such loss.
22. The carrier will be responsible for the losses/damages, deterioration on partial or total to the consignments whether due to his own service or otherwise or either due to water, oil, acid etc, till such time the goods are handed over to the consignee and clear receipt obtained.
23. The carrier shall be fully responsible for safety, correctness and condition of the goods booked from time to time, carrier shall cover every manner of risk in the course of transporting the goods including damage/ shortage and breakages due to mishandling.
24. The insurance cover if any taken by the carrier on the consignment shall be on their own account & any such payment towards the premium will be paid by them only.
25. The printed conditions on the back of the GR will not be acceptable and all transaction in between will be governed by the term & condition of the contract only.
26. No hamali or handling charges will be paid by consignor or consignee.
27. Octroi will either be arranged by the consignee or the amount paid will be reimbursed on presenting of octroi receipt in original.
28. The carrier shall not demand / collect demurrage from the company or the consignee for at least 30 days from the date of intimation of the arrival of the goods at destination.
29. In case the company instructs the carrier to re-book any consignment from any destination for whatever reasons, the return freight shall not exceed onward freight.
30. Consignment collected from Dundahera are to be transported with the minimum transshipment point. Under no circumstances these should be booked by rail.
31. Transporter shall not charge service tax in bills and same will be deposited directly to the concerned authority by I.D.P.L.
32. The carrier shall in case of an accident, theft etc during transit, lodge the FIR with the nearest police station and submit to us complete documents for our further action. The company shall not be responsible for any damage or loss to the transporter’s trucks.
33. The transporter has to unload and deliver the goods to the consignees as per their requirements and shall not charge any amount for same from consignee.
34. The transporter has to provide sufficient manpower for unloading the consignment at the godown of the consignees as per their requirements.
35. The bill should be supported with the acknowledgement by the consignee to which goods have been consigned. The transporter has to furnish duly signed and stamped copies of G.R with date of receipt from the consignee.
36. Payment for every month will be made within 30 days form the date of receipt of all bills for that month, duly accompanied with acknowledgment copy of consignee, payment will be made by cross cheque only.
37. At the time of transport contract for outward dispatches, the transporter will provide a Bank Guarantee in favour of the company for a sum of Rs.100000/- which shall be valid for a period of three months beyond the expiry of this contract.
38. In the event of any dispute arising out of this agreement, The C&MD, IDPL shall be the arbitrator, whose decision will be final and binding on both the parties.
39. All dispute arising out of this agreement are subjected to jurisdiction of the court of law situated at Gurgaon only.
40. “DOOR DELIVERY” will be made for all the consignments for each station, for depots where the transporter is unable to arrange for delivery because of traffic regulations for heavy vehicles in the area, the transporter shall arrange door delivery by alternate means with no extra coast.
41. DETAILS OF LOAD FOR TRADE PRODUCTS
a. 01 Box to 180 Boxes or 01Kg to 1800Kgs – Small Consignment
b. 181 Boxes to 250 Boxes or 1801Kgs to 2500Kgs – Half Truck
c. 251 Boxes to 370 Boxes or 2501Kgs to 4000Kgs - Canter Load
d. 371 Boxes to 700 Boxes or 4001Kgs to 7000Kgs - Full Truck
42. LOAD DETAILS OF MALA-N/D APSARA AND OTHER CONTRACEPTIVE PILLS EXCEPT PEARLS TABLET
a. Full Truck Load will be 250 boxes x 12.5 Kgs = 3125 Kgs
b. Canter Load will be 170 boxes x 12.5 Kgs = 2125 Kgs
c. Pick up and delivery charges may be charged for quantity between 01 to 100 Boxes.
d. Any other qntt. may be calculated in proportionate to full truck load.
43. DETAILS OF LOAD ONLY FOR PEARL TABLETS
a. 151 Boxes to 300 Boxes or 0751Kgs to 1500Kgs – Half Truck
b. 301 Boxes to 450 Boxes or 1501Kgs to 2250Kgs – Canter Load
c. 451 Boxes to 600 Boxes or 2251Kgs to 3000Kgs – Full Truck
d. Qty. below Half Truck Load may be calculated proportionately.
44. There are transport unions at Gurgaon & Dundahera. This point should be born in mind while submitting the quotations.
45. There is “NO ENTRY” for heavy vehicle during day time at GMSD, Kutub Institutional Area, New Delhi.
