NOTICE INVITING TENDER FOR ENLISTMENT OF PHARMA PRODUCTS
MANUFACTURERS ON LOAN LICENCE BASIS / SUPPLIERS
(Ref No.IDP/TD/OS/2011)
A. Tenders are invited for
ENLISTMENT of
pharma products manufacturers & Kitting Agent. Reputed manufacturers conforming
to GMP requirements compliant with revised Schedule-M having 3 years experience
in manufacturing formulations including consistent manufacturing and supply of
Pharmaceutical Formulations having adequate technical and financial background,
are invited to send details of their Company as per the following terms and
conditions specific to this tender. Interested Parties are requested to
send duly filled Tender Documents
fulfilling eligibility criteria in
sealed envelopes addressed to Indian Drugs & pharmaceuticals Ltd., IDPL Corporate Office, I D P L. Complex,
old Delhi-Gurgaon Road, Dundahera,
Gurgaon -122016 (Haryana) alongwith Tender fee in form of DD for Rs.5,000/-
(non refundable) in favor of IDPL latest by 3.00 p.m on 22.11.2011. The sealed
envelopes should be clearly marked with
Tender No. & Date of Opening.
The tenders will be opened at 3.30 p.m. on the same date in the presence
of Representative of the parties, if
any.
B.(i) The application should contain the
following technical and financial information
IN CASE OF PHARMA PRODUCT MANUFACTURERS::
01.
Technical
i) Company’s
name & Full address, date of Incorporation, Registered Address &
manufacturing address
ii) Proprietorship/
partnership/ Private Ltd./ Public Ltd. alongwith name of Partners in case of
partnership firm and directors in case of Pvt. Ltd./Public Ltd. Company.
iii) The
Tenderer should have minimum three years experience of manufacturing
formulations.
iv) Photo
copy of Valid Drug Manufacturing Licence duly notarised to be enclosed with the
bid.
v) The
manufacturer should be the holder of valid revised Schedule-M (GMP)
Certificate. The manufacturer holding WHO-GMP Certification shall be preferred
(Photo copy duly notarised to be enclosed).
vi) The
details of plant and machineries, quality control equipments, and the capacity
of production etc. need to be furnished.
vii) The
manufacturer should have capacity to manufacture and supply these formulations
in bulk quantities within the specified period. (Indicative list of products
enclosed. However the same is not
exhaustive).
viii) Site master plan along with details of QC, QA
and number of technical persons working in production need to be furnished.
ix) Latest
non-conviction certificate obtained from the respective State Drugs Controller.
x)
Statement indicating details of products declared sub-standard by the State
Drugs Controller during last three years with reasons and also action taken by
the Drugs Authorities and subsequent steps initiated by the manufacturer.
xi) Details
of existing R/C, if any, with Private/PSUs for
formulations.
xii)
Installed
capacity of the manufacturer and capacity utilized for last three years ,
duly certified by Chartered Accountant.
xiii) List of clients for last three years
and the jobs completed
A team of experts will visit the
manufacturing Unit & satisfy themselves with the Manufacturing/Quality
Standards.
02. Financial
Tenderer should furnish the
following particulars / information along with offer:
i) Minimum consistent annual turn-over
of Rs.10 crores for the last two years. (Turn over certificate from
ii) Audited Balance Sheets for the last three years.
iii) Latest Income Tax Return/Clearance Certificate.
iv) Details of facilities being availed from the bank (i.e.
working capital limits, etc.) along with name and address of the bank and mode
of A/c. being operated.
v) Sales Tax Clearance Certificate.
vi) Letter of credit worthiness from the bank.
vii) Memorandum and Articles of Association along with a list of
Directors.
B.(ii) The application should contain the
following technical and financial information
IN CASE OF KITTING AGENTS:-
01. Technical
i) Company’s
name & Full address, date of Incorporation, Registered Address &
manufacturing address
ii) Proprietorship/
partnership/ Private Ltd./ Public Ltd. alongwith name of Partners in case of
partnership firm and directors in case of Pvt. Ltd./Public Ltd. Company.
iii) The
Tenderer should have minimum three years experience of manufacturing & / or
assembling of kits against Govt. orders.
iv) Photo
copy of Valid Drug Manufacturing Licence duly notarised to be enclosed with the
bid, wherever applicable.
v) The
Kitting agents should have assembled and supplied KITS against Govt. order.
vi) Party
should have handled orders of kits for Rs.50 lakhs and above and the number of
orders with details, supplied during the last three years to be enclosed.
02.
Financial
Kitting Agent should furnish the
following particulars / information along with offer:
i) The party should have
completed supply of KITS valuing minimum
Rs.1 crore per year during last three years.
ii) Audited Balance Sheets for the last
three years.
iii) Latest Income Tax Return/Clearance
Certificate.
iv)
Details
of facilities being availed from the bank (i.e. working capital limits, etc.)
along with name and address of the bank and mode of A/c. being operated.
v)
Sales
Tax Clearance Certificate.
vi) Letter of credit worthiness from the bank.
vii) Memorandum and Articles of
Association along with a list of Directors.
C. Merely
enlistment of manufacturer will not entitle Company to be given orders automatically.
D. Exemption
from tenders fees : Central/State PSU/SSI Registered with NSIC will be
exempted from payment of Tender Fee. However, the bidders registered with NSIC
have to produce documentary evidence of valid Registration with NSIC alongwith
the Tender.
E Right to
Accept or Reject any Offer:
IDPL reserves the right to accept or
reject any offer and annul the bidding
process and reject all bids at any time prior to award of contract without
thereby incurring any liability to the affected tenderer or any obligation to
inform the affected tenderer or any obligation to inform the affected on the
grounds for IDPL’s action. The Sealed Tenders may be sent alongwith all
documents so that the Manufacturers/suppliers qualifying the above conditions
can be ENLISTED & invited to sign Agreements.
