Notice Inviting Tender for appointment of Consultant/GMP
facilitator for Schedule-M & GLP
work in advisory capacity for three
plants at Gurgaon, Rishikesh & Chennai
Sealed quotations are
invited from reputed/experienced Schedule-M/GMP Consultants. The scope of work and other terms &
conditions are detailed below. The parties are requested to quote a
consolidated fee for all the three Plants on two bid system. The technical bid would be opened first and
after short-listing of eligible parties, the financial bid would be opened for
the short-listed parties.
a) Technical bid will
contain the following:
·
Company profile.
·
List of clients
and the jobs completed during last three years alongwith with value of projects
handled.
·
Copy of the
Income-tax returns for the last three years.
·
Average Gross consultancy
fee received per year during last 3 years.
b) Financial bid will contain:-
·
Consolidated Consultancy fee all the three Plants.
Both Technical and
Financial bids are to be kept in separate envelops and clearly Marked on the
envelops,” Tender No”, “Technical/Financial Bid “. Both envelops are to be kept
in one envelop with clear marking of Tender No., & “Tender for appointment
of Consultant /GMP facilitator” and should reach IDPL Corporate Office, IDPL
Complex, Old Delhi Gurgaon Road, Gurgaon-122016 latest by 8.11.2011 at 3.00
p.m. Technical bids will be opened on the same day at 3.30 p.m. in the presence
of the representatives of the parties.
Scope of
work:-
·
The Consultant
would be required in Advisory capacity only and execution, procurement and
implementation would be the responsibility of the respective plants.
·
Since the status
of three plants is different with respect to Schedule-M work, the scope of work
be different plant-wise.
At Rishikesh & Chennai Plant, Schedule-M
compliance work in the old manufacturing/other area has been carried out. However, some work is to be completed. QC upgradation work has to be undertaken at
Rishikesh Plant.

At Gurgaon
Plant, the Schedule-M work has been initiated section-wise and AHU work in the OCP Section has been completed.
·
The estimated
expenditure for each Plant is as under:-

Gurgaon Plant:-
·
The Consultant
will suggest suitable modifications as per the requirements of Revised
Schedule-M and Schedule L-1(GLP ) requirements in Tablets, Dry Syrup, Liquid
Oral sections, Quality Control lab, Raw material and finished goods Stores,
etc. and help finalization of specifications of equipments & Instruments.
·
Suggest documentation required.
·
The
modifications suggested are to be finalized as per site conditions and the
drawings in consultation with Plant Heads.
·
The Consultant
is expected to visit
the plant site once in fortnight or as per requirements of Plant General
Managers, to verify the execution/implementation and further suggestions. The
dates of visits to be finalized in consultation with Plant GMs.
·
He would help in
liaison with State Drug authorities and shall be present during
inspection/technical audits
by the Drug Authorities to facilitate to obtain the required compliance.
Rishikesh
& Chennai Plant
·
The Consultant
would review the list of items required (as prepared by the Plant) against the
fund being released from the Planning Commission and suggest revision, wherever
required.
·
Suggest suitable
modifications, if necessary for operational sections i.e. Tablets and capsules
at Chennai and general tablets, OCP, Beta lactum
& Non beta-lactum capsules sections at Rishikesh
Plant alongwith support department, i.e. Q.C, etc. as per Revised Schedule-M
and Schedule L-1(GLP) requirements.
·
The modifications suggested are to be
finalized as per site conditions and the drawings in consultation with Plant Heads.
·
The Consultant
is expected to visit
the plant site once in fortnight or as per requirements of Plant General
Managers, to verify the execution/implementation and further suggestions. The
dates of visits to be finalized in consultation with Plant GMs.

He would help in

·
While giving
consultancy, he should keep in mind, the future need for WHO GMP certification
for a few products at Chennai Plant.
Note:- Technical consultancy will have to be
provided for all the activities involved e.g. finalization of lay-outs, Civil
work, AHUs, machines & other utility work like
mechanical/electrical/steam etc.
Besides, following activities will also be co-ordinated/undertaken:-
a)
Preparation/upgradation
& review of all the documents pertaining to QC/QA/production/engineering.
Etc.
b)
Conducting
in-house training, internal audits.
c)
Conducting
stability studies.
d)
Review,
upgradation of validation, calibration and maintenance practices.
2.
Eligibility Criteria:-
·
The Consultant
should have completed similar or related jobs satisfactorily, for Project
Valuing approx. Rs. 5 crores..
·
List of clients and the jobs completed during
last three years are to be submitted.
·
Copy of the
Income-tax returns for the last three years.
·
Average Gross consultancy
fee received per year should not be less than Rs.10 lakhs during last 3 years.
3. Other Terms
& Conditions:-
·
Travel expenses
would be reimbursed for visits to the Plants..
·
Guest House facility at Rishikesh Plant would
be provided. However, for other locations, IDPL would reimburse upto maximum of
Rs.5000/- per day for boarding & lodging for one
expert on production of receipts.
·
Local Conveyance Charges (hired Taxi) on actual basis would be paid, if
Company’s transport is not provided. The
above facilities will be provided in case the consultant does not have offices
in the locations where our Plants are located.
4. Duration of assignment: The
assignment is to be completed in three months but maximum upto six months.
5. Payment Terms:
·
Consultant would be paid a consolidated fee after completion of the job
which includes issue of required certifications from State Drug Authorities, in
addition to physical modification work/installation, etc. However, the
re-imbursement for traveling expenses can be made from time to time on
production of receipts.
·
25% advance
alongwith award of assignment, against bank guarantee of equal amount for 6
months may be considered by the management.
