Sealed tenders are invited on behalf of IDPL Gurgaon Plant from reputed, qualified, financially sound contractors having requisite experience for execution of work detailed below, under two-bid System. Part I (Technical Bid) shall contain: Company profile along with documentary evidence of fulfilling Eligibility Criteria, prequalification conditions and : Earnest Money in the form of DD in favour of IDPL Gurgaon and. Part II (Financial Bid) of tender shall contain Financial bid that shall include material and labour cost. Installation & Commissioning of AHU, Civil & Electrical work as
per SCH-M Norms
Eligibility Criteria and Terms and Condition for Submission of Tender
Bids:
1. EMD of Rs. 70000/- (Demand Draft in favour or Indian Drugs & Pharmaceuticals Ltd., Payable at Gurgaon) along with Part I (Technical Bid).
2. Following documents (self attested) are also to be attached as Part I of the Tender:
2-A. Copy of Pan Card
2-B. Average Annual financial turnover during the last 3 years ending March 31, 2011, should be at least 0.5crores (attach copies of Profit and Loss statements,& Balance Sheets of past 3 years)
2-C. Submission of documentary evidence certifying successful completion of similar works during last 3 years ending last day of month previous to one in whic applications are invited should be either of the following
2C-1 Three similar completed works, each costing not less than the amount equal to Rs. 15 Lakhs.
or
2C-2 Two similar completed works, each costing not less than the amount equal to Rs. 20 Lakhs.
or
2C-3 One similar completed work costing not less than Rs. 40 Lakhs.
Note: - Similar work means Air
Handling System &
other civil, electrical Work in Pharmaceutical
Formulation Plant as per SCH-M norms, The
tenderer shall
be able to show similar work, if desired by IDPL
2-D Company Profile with list of recent clients.
2-E List of resources (manpower, machinery and supporting items) to ensure timely completion of the project.
2-F Schematic diagram of AHU, Dust Extraction system etc. and photos of AHUs , Ducting, Civil work like false ceiling, painting, coving etc. and conceal light fixing carried out by you (bidder)
Note: If any information furnished by the tenderer is found incorrect at any stage, he shall be
liable to be debarred from tendering/allotment of the work in IDPL. The
department reserves the right to verify, the particulars furnished by the tenderer independently.
3. The quotations (Part II) for the tender shall include the cost of material, freight, labour, taxes, payment terms, execution time etc.. The tenderers shall quote the rates on their letter head in the prescribed Tender Form as per the terms and conditions of the tender.
4. Both
Part I and Part II shall be kept in separate &
sealed envelopes subscribed each with words.
Tender offer part I or II, Tender No. & due date of opening on each
envelope.
5. The short listed contractor shall be
required to deposit an amount equal to 5% of the tendered value of the work as
performance guarantee in the form of an irrevocable bank guarantee bond of any
schedule bank or State Bank of India in accordance with the form prescribed
or fixed deposit receipt etc., as in the
case of recovery of security deposit within prescribed number of days of the
issue of letter of acceptance, this period can be further extended by the
Engineer in-charge up to a maximum period of prescribed numbers of days on
written request of the contractor.
6. The competent authority on behalf of General Manager IDPL, Gurgaon Plant does not bind itself to accept the Lowest or any other tender, and reserves itself the authority to reject any or all the tenders received without assigning any reasons. All tenders, in which any of the prescribed conditions is not fulfilled or any condition including that of conditional rebate is put forth by the tenderer, shall be summarily rejected.
7. Canvassing whether directly or indirectly, in connection with tenders is strictly prohibited and the tenders submitted by the contractors who resort to canvassing will
be liable to rejection.
8. The competent authority on behalf of General Manager IDPL Gurgaon Plant reserves to himself the right of accepting the whole or any part of the tenders and the tenderer shall be bound to perform the same at the rate quoted.
9. The Contractor shall take all Safety Precautions during the work as per the safety Laws.
10. The contractor shall abide by the labour and any other laws applicable on him for carrying out the work.
11. The project includes multiple agencies and hence for timely completion of whole project coordination from each agency is an essential part of this contract
12. B.O.Q for various activities is enclosed for following sections:-
1. Tableting Area (Coating ) Section
2. Tableting Area (Compression) Section
3. Dry Syrup Mixing Section.
The quantity of items can vary and the tenderer will accept the variation.
13. The line diagram of duct will be provided by contractor after visiting the site and probable AHU locations. However, the selected tenderer will finalize the duct layout and location of AHUs in
consultation
with Engineering Incharge (IDPL).
14. TDS & ESI will be deduced as per rules.
15. Any dispute will be settled in
16. Electricity & Water will be provided by IDPL at no extra cost. However the respective connection etc. will be the responsibility of the party.
17. All the building rubbish, Scrap etc. will to be removed from the site work to the near dumping area or as per instruction of engineer I/c.
18. Completion period from the date of issue of order/Handed over site to Party for each section will be as under; failing which a suitable penalty will
impose:-
1. For Tableting Area (Coating ) Section: Six Weeks
2. Tableting Area (Compression) Section: Six Weeks
3. Dry Syrup Mixing Section: Four Weeks
19. No extra manpower, Facility, Machines etc. will provided by company.
20. Validation documents (DQ, IQ, OQ & PQ) should be provided by party.
21. Please quote Excise Duty/VAT/CST
21. Service Tax payable extra as legally applicable
22. Transit Risks: To be covered by the supplier.
23. All Electrical fixing/fitting, extra wire, switches etc. will be provided by party when ever required.
24. All works are on Turnkey basis hence a completion certificate will be provided by party after satisfactory completion of work.
25. All material must be supplied as mentioned in order.
26. All
ducts, Lights etc will be properly concealed and be insuring that work should
be complete as per SCH-M/GMP norms.
27. Party
must visit site to access the work before quoting rates.
